irc-ws-receive-line: raw WebSocket transport for Enclave

New irc-ws-receive-line returns the WebSocket payload for one IRC command per frame directly, instead of routing it through the parsed IRC message queue. Enclave sends one IRC command per WS text frame, and its opaque stream tickets must not be interpreted as IRC or Sigil syntax; this raw read keeps them intact. It unwraps a ws-message (text) or accepts a raw string, and latches the session dead only on a genuine close.

This unblocks Slate's Enclave remote-terminal path, which resolves sigil-irc by tag range and would otherwise build against 0.16.2 without this transport.
