Release sigil-irc 0.16.3: irc-ws-receive-line raw transport
Message
Adds irc-ws-receive-line, a raw WebSocket transport read for one IRC command per frame, needed by Slate's Enclave node so opaque stream tickets bypass the parsed IRC queue. Unblocks the Slate remote-terminal release, which resolves sigil-irc by tag and would otherwise ship without the fix.
