Relock onto sigil 0.20 and add the standard pipeline

Message

The sigil: field carried a caret range ("^0.1x"), a spelling deprecated across the estate since 2026-08-25 -- the field declares a MINIMUM, not a range, and >= declared is how compatibility resolves. Monorepo package pins were still on their pre-consolidation versions. Both brought to 0.20, matching every other converted repo.

Only pins naming a monorepo package via codeberg:sigil/sigil were moved. Standalone libraries version independently, and bumping those to ^0.20 would request versions that do not exist.

Adds the estate's standard three-step pipeline, byte-identical to the rest. Suite: 28 passed from a clean tree.
