Pin sigil-wasm-net with >= so the ceiling does not return at Sigil 0.22

This release changes nothing you can observe today, and that is deliberate. sigil-websocket v0.10.10 pins sigil-wasm-net at "^0.21", which already admits the current Sigil 0.21.0, so no consumer is capped right now. It does exclude 0.22.0, so the cap would return the day the next Sigil minor ships. This
