Move the sigil-test dev-dep to ^0.19; v0.2.3

Message

The dev-dependency still declared "^0.17", which produced an unmet-constraint warning in every consumer resolving sigil-test at 0.19.x. The range lives here, so no consumer could fix it in its own manifest. kiln's CI fails its dependency constraints check on this warning.

Bump and relock in one commit so the manifest and sigil.lock never disagree. The package's own suite passes 17/17 against sigil-test 0.19.4.
