Add the standard pipeline, building the web config

Message

This repo was recorded as a build failure. It is not one: the verification sweep ran a bare sigil build, which selects dev, and this package's build task links a web application unconditionally. So a dev build compiles for the host and then asks the linker for a wasm module, producing the confusing

    The linker did not leave a non-empty file starting with
    the WASM magic bytes.

sigil build --config web succeeds and yields a real artifact: build/web/sigil-web-repl.wasm, 1080735 bytes, leading with 0061736d.

Worth noting for whoever touches the task next: dev and release are plain native configs with no wasm target, yet the task links a web application for them too. A bare sigil build therefore fails in a way that reads like a broken toolchain rather than a wrong config. No binaryen or extra tooling was needed -- the linker in the sigil toolchain is sufficient.

The test step will be RED: no test files, so sigil test exits 1 with "No test files found". Expected until sigil 0.21.0.
