Relock onto sigil 0.20 and add the standard pipeline

Message

The sigil: field carried a caret range, a spelling deprecated across the estate since 2026-08-25 -- the field declares a MINIMUM, not a range, and compatibility resolves as >= declared. Monorepo package pins brought to 0.20. Only pins naming a monorepo package via codeberg:sigil/sigil were moved; standalone libraries version independently and would break on a version they have never carried.

Adds the estate's standard three-step pipeline, byte-identical to every other converted repo.

THE TEST STEP WILL BE RED. This repo has no test files, so sigil test exits 1 with "No test files found". Accepted deliberately: they go green on the bump to sigil 0.21.0 (David, 2026-09-02). Dropping the step instead would make the config lie by omission the moment someone adds a test file and nothing runs it -- a visibly red step is a smaller problem than a green that covers nothing.

Deps and build coverage stands on its own meanwhile, and is what caught the stale pins above.
