Extract sigil-version from sigil monorepo as standalone repo
Message
Filter-repo'd packages/sigil-version/ history out of codeberg:sigil/sigil into this standalone repo. 13 commits preserved; carried-over monorepo release tags wiped.
Scaffolding:
- README.md: usage example (parse-version, version-satisfies?), build/test recipe.
- LICENSE: BSD-3-Clause carried over from monorepo root.
- .gitignore: build/ and .sigil/.
- manifest.scm: pure-Scheme guix-shell environment.
- dev-redirects.sgl: single redirect for codeberg:sigil/sigil-lang -> ../sigil-lang for local-checkout development.
- package.sgl: explicit version: "0.13.1"; url: pointed at codeberg.org/sigil/sigil-version. Sole dep (sigil-stdlib via sigil-lang) unchanged.
- sigil.lock: auto-generated by sigil deps install (sigil-stdlib v0.13.1 @ a436005a).
Self-bootstrap green: sigil deps install + sigil test => 57/57 passed.
Procedure: procedures/sigil-package-extraction (folio). Reference: extract-sigil-args (sibling extraction landed today).

Semantic versioning for [Sigil](https://codeberg.org/sigil/sigil) — parse, compare, and constraint-match version strings per [semver 2.0.0](https://semver.org/).+4
+5
## Usage+6
+7
```scheme+8
(import (sigil version))+9
+10
(define v (parse-version "1.2.3-alpha.1"))+11
(version-major v) ; => 1+12
(version<? v (parse-version "1.2.4")) ; => #t+13
+14
;; Constraint matching+15
(version-satisfies? v ">= 1.0.0") ; => #t+16
(version-satisfies? v "^1.2.0") ; => #t (caret: same major, >= given)+17
(version-satisfies? v "~1.2.0") ; => #t (tilde: same major.minor, >= given)+18
```+19
+20
Supports the standard constraint operators (`=`, `>`, `>=`, `<`, `<=`, `^`, `~`, `*`) plus the full semver field set (major / minor / patch / prerelease / build). See [`src/sigil/version.sgl`](src/sigil/version.sgl) for the full export list and inline reference.+21
+22
## Building+23
+24
```sh+25
sigil deps install+26
sigil build+27
sigil test+28
```+29
+30
For local development against an in-tree `sigil-lang` checkout:+31
+32
```sh+33
sigil build --redirects ./dev-redirects.sgl+34
