A packaging repair. No source change, no API change. Suite green: 61 tests.

What was wrong

• No sigil: field — sigil deps install refused before doing any work.
• sigil-http and sigil-json were requested from the monorepo after both were extracted into their own repositories, so the resolve failed.
• Those pins were still on ^0.9.0.
• No dev-dependencies, so the native test harness could not be built and the suite could not run at all.
• Its sigil-oauth dependency was itself unbuildable; this resolves against oauth v0.9.2, released today.

Versioning

0.1.2 because v0.1.1 already existed above master^s declared 0.1.0.
