Relock: record the >= pin form

Message

Bookkeeping only. This lock diff touches nothing but ref: fields, carrying the manifest's caret -> >= change into the resolution record so the two do not disagree. No version or sha moves.

Kept as a separate commit from the manifest change so the two are reviewable and revertable independently.
