Relock onto sigil 0.20 and add the standard pipeline

Message

sigil-tui-demo could not build at all. Three causes, in the order they surfaced:

  • No sigil: field, so deps install refused before a compiler ever ran. This is why the repo was recorded as a "native C compile failure, undiagnosed" -- that diagnosis was read off a build with no resolved dependencies underneath it.
  • It pinned sigil-tui ^0.7.0, and sigil-tui's published tip could not compile as a dependency at all (see sigil-tui v0.8.1). Repinned to ^0.8.
  • It pinned sigil-stdlib ^0.9.0, which resolves to a sigil commit whose sigil-lib is missing vendor/miniz/miniz.c. Bumped to ^0.20, matching the rest of the estate.

The pipeline is the estate's standard three steps, byte-identical to every other repo. This one has no test files, so sigil test exits 1 with "No test files found" and the test step will be RED until sigil 0.21.0 ships and the repo is bumped onto it (David, 2026-09-02).

That is deliberate. The alternative -- dropping the test step -- makes the config lie by omission the moment someone adds a test file and nothing runs it. A step that is visibly red is a smaller problem than a green that covers nothing.
