Release v0.9.2: make the package resolvable again

Message

sigil-transducers could not be resolved, built or tested by anyone. Packaging only; the library source needed no change:

  • no sigil: field, so sigil deps install refused outright
  • dependencies requested FROM THE MONOREPO after they were extracted into their own repositories
  • pins still on the ^0.9.0-era series
  • no dev-dependencies, so a native test harness could not be built

Builds clean. The package has no test/ directory, so a green build is the whole of what can be verified here.

Version chosen to sit above the highest existing tag rather than to follow master's declared version, because several tags in this estate name the sigil-stdlib version a 2026 migration moved to rather than the package's own. A new tag below an existing one resolves badly.
