publish: stop building the re-integrated standalone repos

Message

sigil-lang, sigil-build, sigil-store and sigil-test now live in the monorepo's packages/ and their standalone repos are archived. Building the stale clones let their modules override the monorepo's in the combined lib (a May sigil-build produced an unbound reset-compiler-input-proofs! against the 0.22.2 runtime).
