v0.16.0

The first tag for a version that has been declared on master since ccf67d2 and never released. Until now the only tag on this repository was v0.9.1, so a consumer asking for ^0.16 could not resolve at all, and one asking for ^0.9 silently received a 2026-era commit. That is the reason this tag exists.

Why it matters to consumers

(scheme base) lives here. sigil-oauth, sigil-twitch and sigil-xmpp all import it while declaring no dependency on this package — they used to receive it transitively from the pre-extraction monorepo. They cannot declare that dependency until a 0.16 tag exists, which is what this is.

Verification

Verified at this commit before tagging: sigil deps install, sigil build and sigil test all clean — 1 file, 24 tests, 0 failures. The same content is green in CI (kiln run 161).

No API change

Nothing in src/ changed since v0.9.1. This is a release of an already declared version, not new work.
