Pin the monorepo packages with >= so consumers are not capped below Sigil 0.21
Message
sigil-lsp v0.16.2 pinned sigil-args, sigil-format and sigil-help at "^0.19". A caret has an upper bound, so those three resolved to 0.19.4 while the rest of a consumer's tree resolved to 0.21.0, putting two Sigil monorepo checkouts in one build. This release removes the ceiling on all three.
