Release v0.1.1: declare a sigil: floor and relock onto current stdlib

Message

The package carried no sigil: field at all, so sigil deps install refused outright -- the library could not be built or tested by anyone, including CI. It also pinned sigil-stdlib to ^0.9.0, an era the estate left ten minor versions ago.

Both are one-line fixes and neither needed a source change: with sigil: "^0.17" and stdlib at ^0.17 the library resolves, builds, and passes its full suite (2 files, 20 tests) unmodified. The 0.9-to-0.17 gap turned out to cost nothing here.

The floor is ^0.17 because that is where the suite was measured green, not where the symbols first appeared.

Patch rather than minor deliberately: minder depends on ^0.1.0, which accepts 0.1.1 and would not accept 0.2.0.
