Relock onto sigil 0.20 and add the standard pipeline
The sigil: field carried a caret range ("^0.17"), deprecated since 2026-08-25 -- it declares a MINIMUM, not a range. The sigil-stdlib pin was still on ^0.17 and is now ^0.20. It reaches the monorepo through a local sigil-repo variable rather than a literal URL, which the estate-wide repair pass had to be taught to follow.
Suite: 20 passed from a clean tree. Adds the standard three-step pipeline, byte-identical to the rest of the estate.
Unrelated but worth recording: this repo carries a v0.9.1 tag above its real v0.1.1, an instance of the mass mis-tag that names the sigil-stdlib version rather than the package's own. Left alone here -- retagging is a release decision, not a CI change.
