Pin sigil-wasm-gles3 with >= so consumers are not capped below Sigil 0.21

Message

sigil-graphics v0.11.1 pinned sigil-wasm-gles3 at "^0.17", which has an upper bound below 0.21.0. A consumer resolved sigil-wasm-gles3 from an older Sigil monorepo checkout than the rest of its tree. This release removes that ceiling.
