Add the standard pipeline, dev-dependencies, and bump the gles3 pin

Message

The pipeline wraps every step in guix shell -m manifest.scm: this repo vendors sokol but not the platform libraries it needs, and the manifest already lists them (mesa, libglvnd for GL/gl.h, libx11/libxi/libxcursor, alsa-lib, libvorbis, libogg).

Adds dev-dependencies, without which sigil test refuses to build a harness for a package with native code.

Bumps sigil-wasm-gles3 from ^0.17 to ^0.20. It was missed by the estate-wide pin repair because that pass matched package names with [a-z-]+, which does not match a DIGIT -- so every package whose name contains one was silently skipped. Three occurrences of this pin across the estate were left behind by that bug, and sigil-r7rs is exposed to the same class of miss.

The test step will be RED: this repo has no test files, so sigil test exits 1 with "No test files found". Expected until sigil 0.21.0, per the estate-wide decision for test-less repos.
