Relock: record the >= pin form

Message

Intended, the ceiling removal binding -- monorepo packages advancing to the runtime they were always meant to follow:

  sigil-run 0.17.20 -> 0.21.0

INCIDENTAL, and NOT caused by the pin change. deps update moved these standalone packages within their own caret ranges while regenerating the lock. David accepted them unreviewed on 2026-09-03 rather than hold the sweep; they are named here so the change is legible in history instead of buried in a lock diff:

Separate from the manifest commit so the two are independently reviewable and revertable. See t-cb32d1.
