Relock onto sigil 0.20 and lift the sigil-test hold

Message

folio could not run a single test. sigil test aborted with "unsupported bytecode version 11 (expected 10)": the toolchain is 0.20.3 and emits v11 bytecode, while sigil-test was pinned at ^0.17 whose loader expects v10.

That pin was deliberate and its comment named the condition for lifting it: "Raise this once those four repos move their dev-dep. See t-9484." sigil-http, sigil-tls, sigil-crypto and sigil-web-styles have ALL since moved to ^0.19, so the resolver conflict the comment warned about no longer exists -- verified: deps install resolves clean at ^0.20.

The comment is removed rather than left describing a condition that has been met, which would send the next reader looking for a blocker that is not there.

Also moves the sigil: field to bare "0.20" (the field is a minimum, not a range, since 2026-08-25) and sigil-lib/sigil-run to ^0.20.

Suite green: 23 of 23 files, 383 tests, 0 failures.
