Relock onto the bounded TLS chain

Message

sigil-telegram 0.10.6 carries sigil-http 0.18.3, which bounds the TLS handshake and the request write, and courier already passes connect-timeout: on both its poll and send paths. So this relock is the one place in the estate where the bound takes effect without any further code change.

Chain is sigil-telegram 0.10.6, sigil-http 0.18.3, sigil-tls 0.16.5 on sigil-lib 0.18.2. Suite 120 for 120 against it.

Name resolution is still unbounded, so this narrows the window rather than closing it.
