deps: take sigil-mcp 0.18.0

Message

0.18.0 fixes a bug that affects courier directly: initialize answered with a fixed protocol version regardless of what the client asked for, so a client pinned to an older revision received a version string it did not know. Codex pins 2025-06-18 by default. Verified on the built binary -- courier now answers 2025-06-18 to a client asking for it, where before it answered 2025-11-25.

The pin moves from ^0.17 to ^0.18 because a caret on a 0.x version pins the MINOR: ^0.17 admits [0.17.0, 0.18.0), so sigil deps update exited 0 and stayed on 0.17.5. A green exit meaning "successfully did not update" is easy to read as success.

The stale trailing comment about the 0.17 line is dropped rather than edited, since it described a pin that no longer exists.

sigil-nrepl also moves 0.17.1 -> 0.17.2, which deps update re-resolved within its existing pin rather than anything asked for here. Lock entry set is unchanged at 15 packages -- nothing added or dropped, verified by entry rather than by count. Builds clean, 120 tests pass.
