Regenerate sigil.lock for the declared ^0.19 range

Message

Resolves the declared range to 0.19.1 at 3d0668a0bf23c3fd144e5afe1cee65fc3232ee26, superseding the 0.18.2 pins the lock still carried. Cut from master rather than from the earlier 0.19.0 branch.

Thirteen entries, down from nineteen. Each checked against codeberg by listing every tag on the remote in one exit-code-checked call, filtering to the declared range and taking the maximum by version order; every recorded sha affirmatively matched against the peeled tag; every entry's version checked against its own declared range.

sigil-repl moves from a standalone 0.16.1 to the monorepo at 0.19.1, and that single edge is why sigil-ansi, sigil-args, sigil-docs, sigil-git, sigil-hooks, sigil-socket and sigil-version all leave together -- each is a module or workspace package inside the monorepo now. sigil-mcp moves to 0.17.1, sigil-irc to 0.16.4, and sigil-sqlite arrives transitively.

No module name has two providers here, measured rather than assumed. That is not luck: the standalone sigil-repl was the edge that carries the absorbed packages into the locks of repos that still depend on it.

The warning beside the sigil-mcp range remains out of date and remains untouched, this change having no licence to edit a declared range. It says the 0.17 line requires the 0.18 runtime, which described v0.17.0; v0.17.1, which is what the range resolves to, requires ^0.19. Moving to 0.19.1 neither improves nor worsens that.

Not rebuilt, not installed. The running server is a byte-exact copy of a release artifact from the fourth of August and nothing here goes near it.
