Release v0.2.7: take sigil-mcp 0.18.1 for MCP protocol 2026-07-28

Message

Claude Code 2.1.282 negotiates protocol 2026-07-28 with servers that offer it. sigil-mcp 0.18.1 answers that revision correctly (ttlMs/cacheScope on listings, session start without initialize) and keeps legacy clients on the answers they had. The lock moves only sigil-mcp 0.17.5 -> 0.18.1.
