Release v0.2.5: take sigil-mcp 0.18.1 for MCP protocol 2026-07-28

Message

Claude Code 2.1.282 negotiates protocol 2026-07-28 with servers that offer it. sigil-mcp 0.18.1 answers that revision correctly (ttlMs/cacheScope on listings) and starts the session on the first modern request, which is what lets minder's scheduler send reminders when no initialize arrives. Legacy clients keep the answers they had.

sigil-mcp 0.18 brings sigil-http (and native TLS) into the graph, so the sigil-test harness is now declared as a dev dependency.
