Folio 0.2.12 speaks MCP protocol 2026-07-28

Claude Code 2.1.282 probes MCP servers to see whether they speak protocol revision 2026-07-28. Folio 0.2.11 rejected the probe and stayed on the older handshake, which kept working. This release takes sigil-mcp 0.18.1, so folio answers the probe and works on either revision.

server/discoverand gives 2026-07-28 clients the result shape they check for (ttlMsandcacheScopeon tool and resource listings). Clients on the older handshake get the same answers as before. (sigil-mcp 0.18.1)
Verification: all 23 unit test files pass. A fresh Claude Code 2.1.282 session negotiated 2026-07-28 with this build and called folio/status successfully.
