Sigil 0.22 refuses to build a package against an older runtime whose natives it no longer matches, so courier 0.3.13, locked to the 0.21 runtime, could only be built with an older sigil. This release relocks courier onto the 0.22 runtime. Behaviour is unchanged: courier stays on the legacy MCP handshake, so its channel keeps working.

Changes

• Relocked onto the Sigil 0.22.9 runtime (sigil: "0.22"; sigil-lib and the test harness >=0.22).
• sigil-http 0.18.7, sigil-tls 0.16.7 and sigil-crypto 0.16.7 come along as patch updates.

Verification: 120/120 unit tests pass on the new runtime. A fresh Claude Code 2.1.282 session connected with initialize and delivered send-message to a leader relay, and a leader message reached the worker as a channel notification.
